ENERGY AGGREGATION Update

On November 7th, the majority of voters in the Village of Mariemont voted “Yes” on giving the Village Council the authority to explore starting energy aggregation programs. The vote was just the first step in the process. The community needs to progress through the regulatory process of becoming a certified aggregator with the Public Utilities Commission of Ohio (PUCO) before a program can begin. Here are the milestones the community must complete in this process: 

  • Hold two public hearings on the aggregation Plan of Operations and Governance - Completed

    • Village Council will then vote to adopt the Plan of Operations and Governance - Completed

  • File application with PUCO in which PUCO has 30 days to review the application - In Process. Expect approval in early April

  • Energy Alliances will request pricing from suppliers.

  • Energy Alliances will present pricing to Village Council at which time they will vote to enter a contract with the chosen supplier.

  • Opt-Out Materials will be prepared, filled with PUCO (10 day waiting period) and then mailed to eligible account for a 21 day opt out period

  • Chosen supplier will enroll any account that did not respond to the opt-out materials after the 21 day opt-out period ends

  • Participants should see the supplier rate on their Duke Energy bill roughly two months after the 21 day opt-out period closes.

This is a completely voluntary program. Residents will be given the choice to opt-out of the program if they do not wish to participate.

Eligible Electric Accounts

Eligible accounts must meet all of these criteria to receive an Opt-Out Letter:

  • Those on the utilities default/standard supply rate and not shopping with an alternate supplier

  • Customers on an electric cooperative are not eligible for the aggregation.

  • Those not on “Percentage of Income” (PIPP) plan with the utility

  • Commercial accounts that use less than 700,000 kWh annually and not considered a “mercantile” account.

  • Not on the “Do Not Aggregate” list with the PUCO.

Eligible Natural Gas Accounts

Eligible natural accounts must meet all of these criteria to receive an Opt-Out Letter:

  • Those on the utilities default/standard supply rate and not shopping with an alternate supplier

  • Those not on “Percentage of Income” (PIPP) plan with the utility

  • Commercial accounts that use less than 5,000 ccf annually and not considered a “mercantile” account.


If an account does not meet the above criteria, they will not receive an opt-out letter and would not be included in the aggregation program.

Potential Scam Alert

Door-to-door solicitors are everywhere and the phone calls to buy energy seem to never end. Don’t be fooled by these offers. The supplier of the aggregation will never come to your door! Some salespeople may display a solicitor’s permit from or official looking badge. THE PERMIT IS NOT AN ENDORSEMENT BY THE COMMUNITY, and the badge may be misleading. They may claim they work with the utility or XYZ Energy company and offer rates far below anything you presently are receiving. Please do not show them your energy bill.  Also, beware of robo-calls and phone solicitors claiming that “your utility account has been flagged for review.” This is also a scam by an unethical broker or supplier designed to mislead you.

If you have questions, don’t hesitate to close the door on the scammers and call your local officials.
